Federal Judge Allows Nearly Finished Offshore Wind Farm to Resume in New England

A federal judge has overturned the Trump administration’s order halting work on the nearly completed Revolution Wind offshore wind farm off the coasts of Rhode Island and Connecticut. Construction, which had stopped in August over undisclosed national security concerns, is now cleared to resume.

Judge Royce Lamberth granted a preliminary injunction, noting that delaying the project could lead to irreversible harm—both financially and operationally. At the time of the ruling, the wind farm was about 80% complete, with some 1,000 workers involved and millions in daily delays accruing. He also emphasized that specialized equipment needed for finishing the project will not be available after December, potentially pushing completion into 2028 if the pause continued.

Supporters of the project, including the developer and state officials, hailed the decision as a win for clean energy and job protection. Critics of the original halt viewed it as politically motivated, pointing out that the wind farm was already permitted and permitted with oversight from the Department of Defense. Meanwhile, the Interior Department reaffirmed that its national security review will continue even as construction resumes.
